Telecommunication Certification Body (TCB) Program

UL은FCC(Federal Communications Commission)로 부터 TCB(Telecommunication Certification Body)로 지정되어 고객의 정보통신제품이 미국시장에 진출하는데 필요한FCC 인증을 보다 정확하게 제공하고 있습니다.

FCC의 제품인증 절차는 제품의 종류에 따라 다음과 같이 구분 진행되며, UL에서 다음의 모든 인증절차에 대하여 고객지원이 가능합니다.

CERTIFICATION (Section 2.907 47CFR)

CERTIFICATION 인증은 FCC 또는 Telecommunication Certification Body(TCB)로 지정된 기관(UL)에 의한 FCC 승인서가 발행되는 제도입니다.

Certification에 해당되는 제품군은 대부분의 무선제품(Wireless product)이 해당되며,

  • FCC 가 승인하는 대표적인 제품은 Ultra Wideband, Software Defined Radio, New Wireless technology equipment 가 해당되며,
  • TCB 가 승인하는 대표적인 제품은Computers, Computer Peripherals, Cell phones, RF Light, Microwave Oven, RC Transmitters, Family Radio, Telemetry Transmitters, Wireless Phones; Walkie Talkies 등입니다.

DECLARATION OF CONFORMITY(DOC)

FCC로 부터 공인 시험기관으로 인증을 받은 시험소(NVLAP, A2LA) 또는 미국과 상호인정 프로그램(MRA)하에 등록된 시험소에서 시험한 시험결과를 바탕으로 제조자 스스로 제품의 적합성 보장을 선언하는 제도 입니다. 본 인증제도에서는 FCC로 부터 제공되는 승인서가 발급되지 않습니다.

DOC에 해당되는 대표적인 제품은 가정용 퍼스널컴퓨터 , 가정용 퍼스널컴퓨터 주변기기, CB 수신기, 슈퍼리제너레이터 수신기, TV 수신기 등이 해당됩니다.

VERIFICATION

FCC에 등록(Filing)된 시험소의 시험 성적서를 바탕으로 적합성을 제조자 스스로 보장하는 제도로서, FCC에서 별도의 요청이 없는한 FCC에 시료 나 시험성적서의제출이 요구되지 않는 제도입니다. 제품라벨에는 FCC ID나 마크를 사용할 수 없으며, 규격에서 요구하는 FCC관련 문구만을 삽입하여야 한다.

VERIFICATION에 해당되는 대표적인 제품군에는Industrial, Scientific and Medical (ISM) equipment, business Class A computer equipment, TV and FM receivers, UL의 TCB program이 적용되는 제품군은 다음과 같습니다.

I) Fixed Transmitters identified in Table 1 of §1.1307

Fixed Transmitters identified in Table 1 of §1.1307 are not categorically excluded from routine RF exposure evaluation. RF exposure compliance for these fixed transmitters is handled at the time of licensing, as required by the responsible FCC Bureau(s). The following fixed transmitters do not qualify for TCB approval:

transmitters that do not require licensing

transmitters operating with antenna(s) that are not mounted on outdoor permanent structures and for which the corresponding operating configurations do not satisfy the MPE Categorical Exclusion Limits established in §2.1091

transmitters that operate as subscriber units under

  • Part 21 subpart K, MDS
  • Part 74 subpart I, ITFS
  • Part 101 subpart L, LMDS
II) Fixed Transmitters NOT identified in Table 1 of §1.1307

The following fixed transmitters that have not been identified in Table 1 of §1.1307, typically categorically excluded or unlicensed, do not qualify for TCB approval:

transmitters operating with antenna(s) that are not fixed-mounted on outdoor permanent structures and for which the corresponding operating configurations do not satisfy MPE Categorical Exclusion Limits established in §2.1091

transmitters operating with antenna(s) that

  • are installed with a separation distance of less than 6 meters from all persons during normal operation
  • exceed 1000 W peak EIRP
  • exceed 250 W peak conducted output power at the antenna terminal, or
  • are co-located with other antennas
III) Mobile Transmitters identified in §2.1091

The following mobile devices identified in §2.1091 do not qualify for TCB approval:

transmitters that do not satisfy MPE Categorical Exclusion Requirements of §2.1091

transmitters that operate simultaneously in multiple frequency bands

transmitters operating with antenna(s) that are co-located with other antennas or in conjunction with another transmitter

modular transmitters that are installed in, or attached to, another product or device and are not authorized under Part 15

IV) Portable Transmitters identified in §2.1093

All portable transmitters identified in §2.1093 do not qualify for TCB approval, including (but not limited to) the following:

Part 22, Subpart H (Cellular Radiotelephone Service)

Part 24, 25, 26, 27

Part 80 (ship to earth station)

Part 90 (Special Mobile Radio)

Part 95, Subpart H (WMTS) and Subpart I (MICS)

Part 15; §15.253, §15.255, Subpart D and Subpart E

V) Part 15 Fixed and Mobile Transmitters

The following fixed and mobile transmitters authorized under Part 15 do not qualify for TCB approval:

§15.247 spread spectrum transmitters that

  • do not operate in a single frequency band
  • operate with antennas co-located with other antennas or in conjunction with another transmitter
  • operate with fixed-mounted antennas that are installed with a separation distance of less than 2 meters from all persons during normal operation
  • operate as a mobile transmitting device with antennas that are not installed to provide the minimum separation distance (20 cm or more) needed to ensure MPE compliance
  • operate as a mobile transmitting device with either peak conducted or peak radiated (EIRP) output power exceeding

    – 75 mW for 5.7 GHz band

    – 200 mW for 2.4 GHz band

    – 300 mW for 900 MHz band

§15.253 millimeter-wave, vehicle radar system transmitters

  • operating with antenna configurations that are not installed permanently at specific location(s) on a vehicle
  • with operating configurations that do not satisfy MPE Categorical Exclusion Requirements of §2.1091

§15.255 millimeter-wave, field disturbance sensor transmitters

  • operating with antenna configurations that are not installed permanently at fixed locations
  • with operating configurations that do not satisfy MPE Categorical Exclusion Requirements of §2.1091

§15.407(f) UNII transmitters operating with antennas that

  • are not fixed-mounted on outdoor permanent structures and which do not satisfy MPE Categorical Exclusion Requirements of §2.1091
  • operate with antenna(s) that are fixed-mounted on outdoor permanent structures providing a separation distance of less than 1.5 meters from all persons during normal operation
VI) Part 15 Portable Transmitters

The following portable transmitters authorized under Part 15 do not qualify for TCB approval:

§15.253 millimeter-wave, vehicle radar system transmitters

§15.255 millimeter-wave, field disturbance sensor transmitters

subpart D, unlicensed PCS devices

subpart E, UNII devices

§15.247 spread spectrum transmitters that

  • do not operate in a single frequency band
  • operate with antenna(s) that are co-located with other antennas or in conjunction with another transmitter
  • operate as a module, including those that are installed in, or attached, to another product
  • operate in the 5.7 GHz band
  • operate with the device and its antenna at 5 cm or more from a person’s body 1; by design, the antenna provides a separation distance of less than 2.5 cm from a person’s hands, wrists, feet and ankles, and either the peak conducted or peak radiated (EIRP) output power exceeds

    – 100 mW for the 2.4 GHz band

    – 200 mW for the 900 MHz band
  • operate with the device or its antenna at less than 5 cm from a person’s body and either the peak conducted or peak radiated (EIRP) output power exceeds

    – 50 mW for the 2.4 GHz band

    – 100 mW for the 900 MHz band
  • operate with the device or its antenna at less than 2.5 cm from a person’s body and either the peak conducted or peak radiated (EIRP) output power exceeds

    – 15 mW for the 2.4 GHz band

    – 25 mW for the 900 MHz band
VII) All Other Categorically Excluded Mobile Transmitters

The following mobile transmitters that have not been identified in §2.1091 or in the above paragraphs do not qualify for TCB approval:

transmitters that do not operate in a single frequency band

transmitters that operate with antenna(s) that are co-located with other antennas or in conjunction with another transmitter

transmitters for which, after source-based time-averaging has been considered, either peak conducted or peak radiated (EIRP) output power exceeds the Categorical Exclusion Limits of §2.1091 and the antenna installation or device operating configurations do not provide the needed minimum separation distance to ensure MPE compliance, according to distances estimated with respect to an equivalent isotropic source

transmitters requiring end-users to maintain the needed minimum separation distance to ensure MPE compliance

transmitters requiring warnings to satisfy MPE compliance

VIII) All Other Categorically Excluded Portable Transmitters

The following portable transmitters that have not been identified in §2.1093 or in the above paragraphs do not qualify for TCB approval:

transmitter that does not operate in a single frequency band

transmitter that operate with antenna(s) that are co-located with other antennas or in conjunction with another transmitter

when the device and its antenna operate at 5 cm or more from a person’s body2; by design, the antenna provides a separation distance of less than 2.5 cm from a person’s hands, wrists, feet and ankles, and either peak conducted or peak radiated (EIRP) output power exceeds

  • 2.0 W at less than 500 MHz
  • W at 500-1000 MHz
  • 500 mW at 1-3 GHz
  • 250 mW at 3-6 GHz or the corresponding source-based time-averaged peak conducted or peak radiated (EIRP) output power exceeds
  • 400 mW at less than 500 MHz
  • 200 mW at 500-1000 MHz
  • 100 mW at 1-3 GHz
  • 50 mW at 3-6 GHz

when the device or its antenna operates at less than 5 cm from a person’s body and either peak conducted or peak radiated (EIRP) output power exceeds

  • 1.0 W at less than 500 MHz
  • 500 mW at 500-1000 MHz
  • 200 mW at 1-3 GHz
  • 100 mW at 3-6 GHz, or the corresponding source-based time-averaged peak conducted or peak radiated (EIRP) output power exceeds
  • 200 mW at less than 500 MHz
  • 100 mW at 500-1000 MHz
  • 50 mW at 1-3 GHz
  • 25 mW at 3-6 GHz
